Why is this here and not on Meta?

Could you elaborate what you meant by that? Are you saying the page, Wikimedia Cloud Services team shouldn't be here?

I thought Wikimedia teams are normally on Meta Wiki, see Category:Wikimedia committees there. On MediaWiki wiki, there isn't even a corresponding category.

Committees aren't staff?

because technical stuffs are usually on mediawiki.org.
