Anyone can nominate themselves or others (with their consent of course), members are chosen by the current committee. Please see: Code of Conduct/Committee#Creation and renewal of the Committee

Well, cooptation tends to create a homogenous mindset (limiting diversity of thought) and doesn't produce a level of acceptance as an election would.
