Starting a translation from another wiki

In the 'Languages' section of certain wikis (the Dutch and English wiki for example) I get a light grey language name which links directly to the Content Translation tool of that language. On the Dutch wiki I get "Plattdüütsch" and for some reason "Norsk (nynorsk & bokmål)". In general people on the Dutch wiki would most likely translate articles into Nedersaksies (Dutch Low Saxon; which is my home wiki), Frisian, Limburgish, etc. On the English wiki I only get 'Nederlands' (Dutch). What determines which language is listed there, and how can one change these settings?

Content translation surfaces in grey languages in which the current article is missing and you may know. The logic to pick the languages is based on the compact language links mechanism and it is described here. In many cases, the languages surfaced depend on the languages the user has selected before, the languages in which the article is available/missing, and the user/browser settings.
