Solved ... set php in ExpiresByType works. the js does not identify as js since loaded over php.

Thankfully the ini_set("zlib.output_compression","on"); works so i can move on for more optimize. Actually i stuck on caching / stay in browser for the output of RL.

Since the RL delivers over load.php it doensn't uses the ExpiresByType declaration in .htacess. Accordingly to https://www.mediawiki.org/wiki/Topic:Runnesgxgk2nc68f $wgResourceLoaderMaxage should be set, but it doesn't make any difference in [https://developers.google.com/speed/pagespeed/insights/ Google Insights] https://webpagetest.org/ .
