problem: links to the contents of release notes lead to empty pages

1. Page https://www.mediawiki.org/wiki/MediaWiki_1.18 uses two ways to access the release notes and one fails because the oldest notes are no longer found in //phabricator.wikimedia.org but present under //Gerrit.wikimedia.org . This last could be the only url.

See talk page https://www.mediawiki.org/w/index.php?title=Topic:V1r4zru368o47cb9&topic_showPostId=v1r4zru36cm6fg9h#flow-post-v1r4zru36cm6fg9h

2. Page https://www.mediawiki.org/wiki/Release_notes Links 'Git' of the table are no longer defined for versions < 1.23

A universal (? Gerrit.wikimedia.org) way to find the Release Note should be proposed.
