i had an attack by bots early on, in theory, is the 11k discrepancy pages created by them?

Not necessarily.
"Pages" are all the pages of the Wiki, while "Content pages" is a subset, counted according to the rules defined by $wgArticleCountMethod. For example, using default settings, templates will not be counted as content pages.
