When patrolling the wiki for vandalism I cam across this page called, Submit_new_topic. It seemed to have some business promotion on it and I am not sure wether or not to take action can you or someone else help me?

Obviously not *devunt but just letting you know that the page in question has since been deleted by Clump. The best course of action in the future would be to tag it for speedy deletion - a sysop will take a look at the page when they can.

No worries. A good rule of thumb is that anything remotely unrelated to MediaWiki can usually be considered out of scope and under the speedy deletion policy.
