It seems like a good idea for this extension to include provision to allow only users with appropriate permissions to edit other users' comments.

That's the case.

I don't remember the specifics, but admins can edit others' comments. IP can't.

Maybe the same users that get to edit protected pages and system messages.

Be able to edit others' message is possible on unstructured wikitext talk pages. At least here, IP and not auto-confirmed users are prevented to edit.

For now, Structured Discussions are in maintenance mode. There is no strong development scheduled.
