Configuring default welcome message

Is it possible to configure the default welcome message Echo gives you? Currently it always says "Welcome to {{{SITENAME}}}, ‪{{{NAME}}}! We're glad you're here." I'd like to be able to change it to include a link to the rules and the f.a.q. The ideal way to do this would probably be to use something like Extension:HAWelcome or Extension:NewUserMessage but since I'm using Structured Discussions/Flow neither of those work.

I've been trying to find the PHP file that generates the message to edit it directly, but no luck yet

You should be able to localize that in MediaWiki:Notification-header-welcome

It worked, thank you!! Maybe this should be mentioned on Extension:Echo because it seems like it's something people would want to configure and I'm not seeing it there.
