Ah, true, but, users can edit it with Visual Editor, and it works as a talk page... Perhaps the sign option should/could be enabled at users namespace... Bye.

Theoretically, this could be done. However, at minimum, the team will want a link to a discussion that shows that the community thinks this is a common use of user space and that they support this change. If you have evidence of community consensus for this, then feel free to contact me directly, and I'll help you get a formal request filed on Phabricator.
