Can the support for editnotices be improved both the visual editor and this editor, currently the tiny Notice! box cannot handle even the simplest customised notices

I am guessing that by "handle" you mean one of the issues already described on Phabricator. If not, feel free to elaborate. TY!

@Force Radical, is the notice you're talking about using table formatting (in the underlying templates), and therefore already displaying badly for every user on a smartphone? Editnotices such as https://en.wikipedia.org/wiki/Template:TFA-editnotice need to be re-designed so that they work for everyone, regardless of screen size and shape. (It's largely a matter of making the icon float as an image, rather than requiring an entire column to itself – not a difficult change, but people have to choose to do it.)
