Is this feature currently enabled at all? None of the advertised options seems to be present. I've tried different wikipedias, different users (incl. anon), different browsers. It is not available anywhere I look. I've looked at the Phabricator pages linked here under "Known Issues" and became none the wiser.

It's currently being moved I believe, and I think they didn't update the documentation yet. On Wikipedia you can find it in your Preferences -> Appearance -> Page previews
On some other places it might be in the Beta tab

Thanks for the reminders folks. I updated some of the documentation and will continue to do so. The feature is in production on all Wikipedia's but two and not available as a Beta Feature (in the Beta feature tab in preferences) anywhere. Sorry for the confusion.
One of the reasons why I had trouble enabling feature was because the link "Enable previews" is no longer present at the bottom of wikipages. A key difference with navpopups is or was:
"Page Previews will be available to all users, not just logged-in users"
How can anonymous users enable the feature now?
It's there for me, if I use a private browsing session and do not log in.
Not on all Wikipedia's. I've checked a handful of major languages, but I saw the link only on enwiki and dewiki.
I'm 99% certain that the link doesn't appear in the footer until you disable Page Previews via the cog setting. @OVasileva (WMF) can you please confirm?
Sorry for the confusion. I was looking for the link without realising that in the mean time, the feature has been turned on for anonymous users. So everything seems to be working now (unlike yesterday).
