Currently in wikis that have VisualEditor, when you click on a red link, you start creating with the WikiEditor. You do have the chance to switch to VE, but you have to spot the icon and you have to do it all the time. A welcome pop-up is displayed the first time you edit with the chance to "switch to VE" or "start editing" but only once. You see it only once and essentialy it defaults to WikiEditor. How can we enable VE as default for registered users and as default for unregistered users? (Of course keeping the choice to switch to the WikiEditor)

This is only possible on wikis that have the single edit tab. You can learn more about it here.
This is a per wiki setting and can be decided by each individual wiki. Notably the English Wikipedia has campaigned to keep the default to WikiEditor. You might note that the behavior is inverted on this wiki for instance.
