Hello I need to link to file
<link rel="manifest" href="/manifest.json">
It should be placed at between <head> tags. How can I do it?

Either directly modify the skin you are using, or use the Manual:Hooks/BeforePageDisplay hook from your LocalSettings.php and use OutputPage::addLink on its output page argument.
