We are not making a distinction between important and unimportant languages. Thanks to this feature people click on links to all the languages more, especially on the links to languages that have less speakers and less Wikipedia articles.

It is harder to check whether a language version is available for a page if the language variant does not have much page and is not shown on the main panel, and also it is harder for minor communities living in a diversive geolocation region to see variant links they want in their interface. The overall figures could have increased but individual usage could goes other direcrtion.
