Section "using composer" may not be ideal

Summary by Jan Dittrich (WMDE)

Jan updated the headline: "using composer"-> "understanding dependencies" as suggested by Thiemo. Tobias noted that some info is outdated, but that should be discussed in a separate issue.

I read the section on using composer. It seems to cover many different parts of the changing process. Composer plays a role there, but it seems not be mainly about composer. Would that be like "making local changes"?

Thus, making changes may actually be more clearly named as "contributing" or "submitting changes". (@Tobias Gritschacher (WMDE))

Composer is nothing but a tool for dependency management. The section currently named "Using Composer" should be named "Understanding dependencies", in my opinion.

@Jan Dittrich (WMDE) the whole programmer's guide should be reviewed and cleaned-up at some point. Some information is outdated, others not clear enough.

OK – I updated the headlines.
