I try to register to the wiki and help translate/create and i cannot confirm my email, i always got a message : Failed to connect to smtp.mailgun.org:587 [SMTP: Failed to connect socket: Connection refused (code: -1, response: )]

My mail is immortel71@hotmail.ca

I always use this mail for years now and i am always receiving/sending all my mail from there but your server doesn't seem to be able to send me one.

Apparently you're talking about a MediaWiki installation not hosted by WMF, but you don't seem to be the administrator of that wiki. This looks like a configuration error of that wiki. You should try to contact one of the admins of that wiki so they're able to resolve the issue.
