Do you think you'd need to combine filters and breakdowns?

Looking at the UI, I only see breakdowns available.

I can't think of a use case where I would need to combine filters and breakdowns.

What I would adjust is the way the button looks for breakdowns "on" and "off". Right now it is not clear if it is on or off.

Hard to answer this question because I'm not sure of difference between a filter and a breakdown.

However, I can see some issues arising from a strict division between "breakdowns" and "metrics". For example, these mockups treat active editors as a metric and very active editors as a breakdown of that metric. But many people are interested in very active editors in its own right and will be annoyed that they can't compare that metric across two different wikis. The same goes for anonymous edits and many other metrics/breakdowns that will be displayed here.

The idea was that "activity level" is a thing that you can both filter and breakdown on (filter and split in Pivot-speak). That means if you want to see Very Active Editor on Romanian vs. Estonian wikipedias, you would do this:

  1. select Romanian and Estonian wikipedia in the wiki selector
  2. filter "activity level" to "very active"

And if you wanted to see Active Editors vs. Very Active Editors, you would:

  1. select the wiki(s) you're interested in
  2. filter "activity level" to "active, very active"
  3. and break down by "activity level"

That was the intent of the design anyway, and how it would apply to the situation you mention. But clearly that didn't come across at least in the wire-frames. So two follow up questions:

  1. Do you think what I described would work functionally for this and other examples you think would be important
  2. What should we change in the design to make this more obvious?

That seems reasonable. I got the impression that I couldn't do that kind of thing mainly from the explanatory text in the "Comparison of Two Wikis" section, so the design itself is probably fine.
