The idea is to have the languages links appear on all pages.
If you have any alternative suggestions then I'm interested.

Not possible with Translate extension. The sitenotice does not know which translations exist. I am not sure it even knows which page it is displayed on, but if it does, you could make your own template that mimics the look of the language box.
