When editing a template in the article, VE has moved parameters (marked deprecated in templatedata) to the up. Although in templatedata they positon in the end. it should be so ?

It looks like it has alphabetized the list of parameters, rather than following the order used in the TemplateData. TemplateData now has an explicit "paramOrder" option, so adding that to this (older) TemplateData block might solve the problem.

no, and in the article and in the TemplateData parameters are mixed, not alphabetically.
