Can't access mw.config from js file

I can't access the mw.config object from my javascript file (all.js). I have it included in MediaWIki:Common.js as follows:

/* Any JavaScript here will be loaded for all users on every page load. */

mw.loader.load('/mediawiki/resources/all.js');
