I would like to mark outreach:Education/Ideal_workshop/pl for translation, but when I do, the system automagically assumes the page is in English. Is there any way to tell the system the page is in another language (Polish in this case) and that it should be translated to English?

No. I believe you can do that on a per-wiki basis, but on faked "multi-language" wikis like outreach, everything is actually just defaulting to assuming English.
