when I start a new page why it gives permission to other user to make the same page and not warned him.after my half translation it gives me error this is not owned by current user

Initially when I started no warning was there for long and when I almost completed the translation it gave this warning. After that I manually published this. My question if I hv started first Bodhisattwa too get warning or not? if not then it can create problem. user who are not using content translation he or she should get the same warning. pls clarify this if possible.
