How can not-logged in users enable this feature? I'm especially referring to the German wikipedia.
If it is currently not possible for IP users to enable you can take this as a suggestion. :)
Its not possible at the moment. We are trying to make it available to more logged-out users, but I am sorry that we dont yet have a clear timeline. You can follow the progress at Phab:T70860
