Translation blocked by nonexistent account

When attempting to use the Content Translation feature to translate https://de.wikipedia.org/wiki/Harald_Braun_(Diplomat) from German to English, I am blocked by a message saying that someone else by the name of ParovT has already started a translation, and that I should coordinate with them. However, this username apparently does not exist, as when I click on the name, it cannot be found on Wikipedia. So, I am neither able to work on the translation myself, nor collaborate with this nonexistent account on it. This is occurring on Chrome with a Windows desktop.

You can leave message to user's Talk page in this case. It may be possible that user has not created userpage yet.

@KartikMistry The talk page is also not available for the account. @Frakklantinu I just responded to your phabricator ticket. Looks like the user account exists, which anyways would have to as Content Translation cannot be used without it, but the user does not have a user or talk page. Sorry for this impasse.

Related to this, it is worth noting that we have in the plans to provide more flexibility on how users coordinate when translating the same topic. As this ticket describes, we want to avoid users to get block and allow them to continue the effort other users started or letting them start the translation from scratch (while still informing them that a translation effort exists by another user).
