reuse Flow? Will it be ready? Or at least comment on what we want from Flow.

How does this hook into https://www.mediawiki.org/wiki/Volunteer_coordination_and_outreach/Openhatch_2013-02-27 ? This doesn't solve that. Matter of scope.

Privacy? - maybe multiple levels -- "yes, I want to receive notifications" versus not & "yes, I want to appear in listings" versus not appearing.

Tasks are items in the SMW database. Start with copy and paste from BZ/Gerrit/etc. Hook in to BZ API - not in the initial spec.
