How come an IP can create/edit a page that I cannot...! This is a comment bot offering which I can't delete and there is a lot of junk (from IPs) which I can't edit here. This is strange, and unfortunately global sysops cannot edit this namespace directly. However, anyone can edit it using the visual editor, but you have to use the Vector skin. Currently the only way to block creation of a page is to block the user in question.
