In the section "Customized Signatures", what is meant by "Please note that striking signatures are often disliked by other users."?

To me the word 'striking' has a meaning something like 'you would take special notice of' as in "The CEO was a strikingly handsome man." Are 'other users' jealous of the beauty of the 'striking signature'? Or is 'striking' intended to convey 'gaudy, garish, overdone'?

I don't have experience with the likes/dislikes of 'other users' to know what is unacceptable in a signature. Perhaps this could be expanded upon?

Yes that's "striking" as in "gaudy, garish, overdone".

It's all a matter of personal taste of individual users (although on some wikis I suppose an administrator might enforce rules about it).

For example my personal taste tells me that all custom signatures are silly and annoying, but clearly that's not a view shared by everyone :-)
