Proposal: Provide way for bugs to be reported properly

Since the feature is not designed or intended to facilitate bug reporting, it may be a good idea to provide a link to either bugzilla.wikimedia.org or a page (if one exists) which describes how to report a bug (such as w:en:Help:Report_bug on English Wikipedia). This should be carefully weighed against the cost of adding complexity to the user interface. If bug reports through the tool when this feature is not present prove to be rare, that may also suggest that this feature would detract from the simplicity of the tool without providing enough value to justify it's presence.

As a follow up, Howie indicated that it's pretty rare that people report bugs through the tool so far, so it's likely that this isn't justified, but it may be revisited if it ever becomes common.
