Given that Wikipedia is a form of free economy, some type of reward/perk structure sometimes works for some people. Personally, I do not accept barnstars etc. and delete them, but many users appreciate them. And the type of "this user has helped promote 10 articles to Good article status" recognition symbols may help.
So one of the motivating factors for getting users to rate articles is to think of some type of badge/star/etc. for a detailed review. This does not mean that just clicking 5 times to do a rating gets that, but if there is an extended screen with rating specific sections/elements of several articles, that may help some users undertake that effort.
Moreover, there are specific "job categories" in Wikipedia, e.g. page patrol, etc. If a job category called "reliability advocate" or something of the type is created and suitable (alas non-monetary) rewards are provided to users who do that then the use of the tool may become more formal and established.
