What action buttons? Edit, talk and so on? If there is no action, then they won't be in visible, except the talk one. Simply unset the talk key of the array containing the actions before display it :)
Um what I me is the action for things like deleting a page in the drop down action. Because it shows even though the user has set the wiki to no IP editing only logged in.
Are you sure, that this is a skin related problem? The skin only display's the links provided by SkinTemplate. Can you try the standard Vector skin? Is there the same problem?
