[New] Questions on 'translate-sandboxmanage' user right

Hi. I am a translation administrator at Meta and a couple of days ago I discovered that there's a new user right called "Manage sandboxed users (translate-sandboxmanage)". When I try to access m:Special:ManageTranslatorSandbox it gives me the following error:

You do not have permission to manage sandboxed users, for the following reason: You are not allowed to execute the action you have requested.

What functionality provides this special page/right? Why translation admins do not have it?

Let me also quote MLEB release notes by Amir:

"Initial work was done to add support for sandboxing - allowing users to make several test translations before getting full translation permissions. This is an incomplete experimental feature and it is not active by default."

Thanks. I thought that it allowed to set a restriction (ie: put an user on "quarantine") if he was doing bad translations. See here for an example. Thanks. Regards.
