can anyone explain to me why the {{subst:^|{{...}} }} is in this page? Wouldn't the inner part suffice?

sorry should be {{subst:^|<!--comment-->}}{{…}} but the question holds, wouldn't the {{…}} be enough? and why is the funny subst: with the ^ there?
