Is there a way to set up the test without vagrant?

Sure. Vagrant is not a dependency. It is only a default. Run the tests from mediawiki/core directory. Configuration file expects extension tests to be in './extensions/*/tests/selenium/specs/**/*.js' I am available for pairing, if you need help.
