When I originally posted this, I put it in my user space, put this note on the top:

Earlier today, I moved out of my user space, and pointed T102476 here. Gabriel polished it up, so now I think the move is complete. Comments about the substance of this proposal should generally be directed to T102476 (for "official objections" and/or to state things "for the record") or to any number of venues (e.g. wikitech-l) as appropriate.
