Existing RFC and conversion of this one[edit]

@Superm401, Platonides, and MZMcBride: Would anyone mind if I merged this one and the one for password requirements? They both need work big time, and they're not necessarily competing ideas, but are very much complimentary. In previous RFC reviews I said I would clean up password requirements to prep for more structured discussions, and I feel like these two could be two sides of the same coin, when it comes to improving password security.
