Authorized Setup - UserAdmin

At the company where I work, we want to do a central page that the mediawiki would be perfect for. More topics, more editors. However, there are topics and posts that can only be edited by specific users, and it is very important that they can only be read by them (just a group or users). Is it possible to set mediawiki visibility if so how?
I do not fully understand user management. The UserAdmin dons't work with 1.31? Ati73 (talk) 11:22, 26 April 2019 (UTC)
