This is a great document, thanks for putting so much thought into it!
You're introducing a lot of moving parts here, so one thing I'd strongly encourage is to describe a phased implementation approach, where groups of functionality are decoupled and only introduced as needed. Outlining our work as far ahead as you have is hugely valuable, and will inform even the first steps.
