I don't see any sign here of "editor engagement" thinking about Watchlists. Deficiencies in the watchlist system are a very, very longstanding issue, and cross-wiki watchlists in particular would support editor engagement with smaller projects, and secondary projects like Commons and Meta. Sue Gardner raised a general bug about this (Requesting a user-centred rethink of how watchlists work) over a year ago - did anything happen? Does anyone care? Are watchlists just not sexy enough? "help reverse Wikipedia's editor decline"[edit]

Does this mean that Echo will not be enabled, or will not consider, projects other than Wikipedia? Is your objective to help reverse English Wikipedia's editor decline, or the whole Wikipedia's? --Nemo 07:37, 5 July 2013 (UTC)

See the wording of the Goals, right underneath: "Deploy Echo on non-English Wikipedias and other projects (Q1)". So, clearly all projects!
Plus with "develop cross-wiki notifications (better site-to-site notices)" on the Roadmap, the more places it's installed the better for all of us. Quiddity (talk) 20:49, 5 July 2013 (UTC)
