Only bureaucrat can access Special:Renameuser page.
You need to fill three things Current username, New username and Reason for rename.
Two extra things which Move user....name, this allows to the bureaucrat to move all user page to the new username. And Second is Do not create redirects...., this allows to the bureaucrat to do not create redirects old name to the new name.
