I am an active translation admin on Wikimedia Commons and Meta (and the Outreach Wiki) and I would say I’m quite familiar with the tool.
I would need use TA rights to mark versions for translation (needed it earlier today for Multimedia/About Media Viewer), and usual Translation maintenance like Aggregating pages in groups.
