Thanks for your offer, but you have no previous experience on this site (edits from 2007 appearing in your contributions were imported from Meta). You haven't reverted any vandalism, you haven't participated in translations, you haven't participated in general cleanup. Furthermore, you're not a developer - while it's not a strict requirement, non-developers should demonstrate clearly how useful they will be with their tools. "Help with vandalism" is not a compelling reason — had you lurked around a bit, you would have noticed that there are plenty of users doing anti-vandalism work and that several namespaces are protected by FlaggedRevs, hiding vandalism from end-users. To summarize this, you created your userpage yesterday, made 4 trivial edits and nominated yourself 25 minutes after appearing here first?
