Why memcached[edit]

Why is memcached required? For smaller wikis memcached seems not necessary but they are spammed as well.

It works with any cache, for example APC (suitable for smaller wikis)
just set $wgMainCacheType = CACHE_ACCEL;

Why is *any* cache required? None of other throttles discussed at Manual:$wgRateLimits and Manual:Edit throttling require a cache -- not even
