[edit]The characters should be represented as char_to_convert => conversion_override.
For example, to prevent being taken to the page 'Ss' on a wiki when you want to view 'ß', add this to your LocalSettings.php:
$wgOverrideUcfirstCharacters = [ 'ß' => 'ß', ];
