Rename still in progress, possibly broken job queue

Hi all! I'm an Oriain(.org) steward and system administrator. We've globally renamed users before without issues but about 1-2 weeks ago I tried to globally rename a user, and they recently messaged me on IRC saying they are unable to log in. Upon investigating, Special:GlobalRenameProgress shows the rename was completed on one wiki, but is queued on all others including our login wikI. We've had issues with the job queue not running before (and have been having other extension issues recently) but I tried manually running the job queue and there's no change. There are no pending jobs on loginwiki or our meta wiki.

Someone mentioned deleting the global account and allowing the user to reclaim all local accounts in a new global account.

Should I follow the instructions for recovering a lost account or what?
