Files and licenses concept/take 2

After discussion on commons-l, it appears that the consensus is that license data should be stored in the wikitext instead of separately. It is proposed that parser functions #license and #author are to be used. They would refer to an author and license in short form, for example {{#license:GFDL}}.

This could map to a page in the license namespace, a template or perhaps to a license manager? A license contains at least a short name, a full name and a url. If done as a page instead via a dedicated manager, what syntax are we going to use? Add yet even more specialized parser functions? Or use XMP?
