I was hoping that {{#idprovider-increment:Feature_|padding=5}} would give me a stable ID, however, every time I edit the page the parser function increments the ID thus making it useless for my use case. Just to clarify: This is the expected behaviour or a bug?

I think that this is the expected behaviour. Being able to get a stable (unchangable) ID will however be cool.
