Install on windows in localhost

Hello I try to set this extension but I have a error in the readme they tell how to do with a bash, but I run my Wiki in XAMP and I use windows. so I download ubuntu to have a bash (because the windows bash don't work (in this tutoriel) and execute the step 1 of general strategy and I have a error who tell me to download php7.4-cli so I try and I have a download error, so I check the ping and I have don't have error. So what can I do?
