Added a few minor updates to the page to include a link to ircii, the <port> value to use in the given example and a guide to installing POE which is required by the Perl Script.

Port confusion 
TCP/IP ports for tcp/udp endpoints are 16 bit; 1-65535 are available. 555666 is outside this range and likely being cropped to fit as 31378. (the lower 16 bits of that number) 184.108.40.206 23:18, 18 September 2009 (UTC)
