My current full-time project is implemented using the Yii PHP Framework and a custom FastCGI application, and is cross platform under Windows and Ubuntu linux. It is entirely written using open source libraries in PHP and C++.
I could publish a general purpose skeleton of my FastCGI wrapper extension, please let me know if you're interested.
My project will begin its public Beta in early 2010 (pushed); current estimates predict a 12 to 18 month feature development curve to reach v1.0.
